Early Learning Initiative (ELI)

Early Learning Initiative (ELI) is a school readiness program for children who are 3 to 5 years old.  ELI is a collaboration between the Ohio Department of Education and Ohio Job and Family Services to provide children often identified as at-risk for success in school with quality preschool experiences.  ELI programs offer a quality learning experience with flexible hours that extend beyond the traditional educational hours.  If your family is income eligible, there may be little or no cost for ELI services.

Who is eligible for Early Learning Initiative (ELI)?

  • Children who are 3, 4, or 5 years old but not yet eligible for kindergarten.
  • Families whose income falls below 200% of the Federal Poverty Level.

How do I apply?

 It is recommended that you first contact one of the above providers to determine if space is available for your child.  Any of the above providers may provide an ELI application and assist with the application process.  Applications are also available at Ross County Job and Family Services, however, you must indicate who your ELI provider will be on the application.
